Found the solution for me. The Pixel has a 'flip to shh' setting in do not disturb, which sets it to DND when it is flipped downward. I had disabled alarms in do not disturb. This is located by long pressing the do not disturb button. Then either enable alarms, or disable the flip to shh setting in 'schedules'.
